سازوکارهای تحقق منفعت عمومی در طرحهای موفق توسعة شهری با تأکید بر نظریههای شهرسازی نیمة دوم سدة بیستم

چکیده

شاید بتوان نطفة آنچه امروز با اصطلاح برنامه‌ریزی شهری شناخته می‌شود را در زمانی جستجو کرد که رشد شهرها و مسائل و مشکلات شهری به حدی رسیده بود که منافع عمومی به خطر افتاده و توزیع منابع به صورت ناعادلانه‌ای درآمده بود. این اوضاع خود دلیلی برای مداخلة شهرسازان در شهرها شد تا با مداخلة خود در مسائل شهر، وضع نابسامان آن را سامان دهند و دیالکتیک نیازها و منابع را به تعادلی نسبی برسانند. مسئلة منفعت عمومی ترجیع‌بندی است که مباحث برنامه‌ریزی را به یکدیگر متصل می‌کند، از همین رو، زمینه‌ای است که نیازمند بررسی و تعمق بیشتری است.در این پژوهش تلاش شده است که سازوکار تحقق منفعت عمومی تبیین گردد. در این پژوهش از رویکرد کیفی و به منظور جمع‌آوری داده‌ها و اطلاعات از شیوه‌های اسنادی و کتابخانه‌ای استفاده شده است. نمونه‌های طرح تجدید حیات شهر مدلین واقع در کشور کلمبیا، طرح بازآفرینی محلة ریجنت پارک واقع در شهر تورنتو کانادا، طرح چشم‌انداز زودس واقع در شهر آمستردام، و برنامة توسعة راهبردی شهر سیدنی‌ــ که به پشتوانة منابع بین‌المللی، موفقیت این طرح‌ها اثبات شده است‌ــ بررسی و تحلیل شده‌اند. نتیجة این پژوهش، که با ترکیب نظریه‌های شهرسازی و تحلیل محتوای طرح‌های موفق توسعة شهری حاصل شده، دیاگرام سازوکار تحقق منفعت عمومی در نمایی فرایندگونه است. معیارهای اصلی این دیاگرام توزیع عادلانة منابع، توجه به مسائل زیست‌محیطی، توجه به همة اقشار جامعه، مسکن، اشتغال، هدف‌گذاری و منفعت‌یابی، شبکة قدرت، برقراری ارتباطات و تعاملات اجتماعی، انگیزش کنش اجتماعی، آگاهی، و تعهدات اخلاقی و هنجارها و ارزش‌ها هستند که در شبکه‌ای از روابط مصور شده‌اند تا برنامه‌ریزان و فرایند برنامه‌ریزی شهری را در مسیر تحقق منفعت عمومی یاری دهند.

چکیده [English]

What is known today as urban planning is perhaps conceived at a time when urban growth and its associated issues had reached the point of endangering the public interest with an unfair distribution of resources. This situation prompted urban planners to intervene in order to mitigate the conditions, bringing about a relatively balanced status into the need-resource dialectics. public interest is a recurring underlying issue for planning, and hence the need for further investigations.
The current research is an attempt to explain realisation mechanisms for the public interest. The adopted approach is qualitative, with document-based methods used for data collection. Examples of the urban revitalisation plan for Medellín city in Columbia, the regeneration of Regent Park district in Toronto, the Zuidas Vision Plan, and the strategic development plan for Sydney—all internationally supported and evidently successful—are studied and analysed. Combining planning theories and content analysis of successful urban development plans, the research results in a public interest realisation mechanism diagram rendering them as processes. The main criteria for this diagram are fair distribution of resources, attention to environmental issues, social inclusion, housing, employment, interests-seeking, power networks, social communications and interactions, prompting social activism, Consciousness, and ethical commitments, norms and values; all illustrated in a network of relations in order to help planners ad planning processes realise the public interest.
