This paper reports the results of a survey undertaken in District 17, Tehran Municipality to examine its socioeconomic status leading to deterioration of its fabric. Demographic data indicate migration from this district with a subsequent decrease in population. Some 61% of inhabitants are low-income. This district is also one of the most densely populated areas in the city. Crime frequency is highest in this district, in particular in drug-related crimes. With a low education level, most of the inhabitants are migrants from northwest Iran who have chosen to live in this district because of low housing prices and vicinity to employment opportunities. Most of the houses have an area less than 80 square meters, more than half of which are deteriorated. Although most inhabitants require a loan for repairing their dwelling, about 91% have never received a loan for this purpose. Although some 68% of the inhabitants indicated their inclination for leaving, more than 63% indicate their preference for staying in this District in case major problems of the district are solved.
