Despite of the normal recovery efforts, the past experience indicate that most of the post-disaster reconstruction programs have been little successful in meeting survivors’ basic needs, and therefore, they are required to be revised basically. It appears that a reconstruction evaluation program may pave the way of upgrading such activities. Post-disaster housing assessment would provide, not only valuable lessons, but also it could result in improving programming of future plans.
The present paper examines and evaluates the recovery management process and deployed approaches in rural housing reconstruction following the 1385 Lorestan Earthquake, from the householders’ points of view. This study aims to learn lessons in order to promote the future planning. In this respect, after reviewing the related literature and determining a conceptual framework, a combination of qualitative and quantitative research methods is used to assess the householders’ opinions towards their rebuild environments, after two years. The main concern of the paper is investigating the positive and negative issues of the reconstruction programs.
The findings reveal that although the local people participated actively in the process of sheltering, - and also the stage of temporary housing was eliminated in order to speed up the permanent housing provision – little attention was given to the other people demands, such as: livelihood recovery and cultural - psychological aspects, in parallel of physical reconstruction. In other words, it appears that lack of having an integrated post-earthquake reconstruction planning, and more coordination amongst all assisting groups is still existing reconstruction challenge in this region.
