Abstract
This paper reviews assorted approaches to urban deteriorated fabrics since 1970s and explains their shortcomings. A Social Engineering Theory is thus proposed as a new approach, which would integrate all stakeholders as petals of a multi-sided rosette (shamseh). This rehabilitation approach was implemented between 2007~2010 in Nematabad deteriorated fabric in District 19 under Tehran Municipality. The advantages of adopting this approach included rapid implementation; ensuring target group satisfaction; building trust and reducing opposition; and a establishing a continuous effective contact between people and authorities.
