Abstract
This paper is a critical review of traditional urban planning processes in Iran. It studies the usually neglected role of power in the conventional planning processes and demonstrates how, subject to the powerful entities that usually have the upper hand, planning deviates from its intended course. This study employs a combination of three theories to explain the role of power in the planning processes compared with Governmental intended interventions: traditional power theory; Michel Foucault’s theory of power; and Steven Lukes’ “three faces of power”. To conceptualize power structures and Governmental interventions, deep interviews are conducted with the managers of some fifteen prominent consulting forms working closely with the Government. The paper explains how Governmental aims eventually cause the divergence of the planning process and the Government assumes the role of a powerful beneficiary in this process. The fact that the Government modifies the planning process according to its interest, and enters into competition with other public and private stakeholders, compromises public interests in the most general sense.
