Abstract
Conservation theory has continuously evolved since eighteenth century. With establishment of international bodies who serve the purpose of conserving cultural heritage in early twentieth century, the theoretical treatment of this subject has been systematically pursued and internationally debated. This has resulted in elaboration and adoption of diverse international instruments over the past seventy years. This valuable body of knowledge could be used as guide for intervention in deteriorated historic fabrics and undertake now development without compromising existing heritage. This paper initially presents a synopsis of selected international instruments such as ICOMOS Charters, UNESCO Recommendations and Conventions, Symposium Resolutions, etc. Based on a comparative study, it is then argued that these documents reveal different approaches to infill structures ranging from absolute prevention of infilling to its recognition as an inevitable phenomenon and finally, appreciating infilling as a regeneration strategy.
